Italy: Declaration of the Organization for the Communist Party of the Proletariat

The Meeting of the representatives of “Tuscany Communist Militancy” and “Communist Platform – for the Communist Party of the Proletariat of Italy” for the merger of the groups and the foundations of the “Organizzazione per il partito comunista del proletariato,” was held on Apr. 25, 2025 with the attendance of a representative of the International Conference of Marxist-Leninist Parties and Organizations (CIPOML). 

At the Meeting, the general Programme, the action Programme and the Rules of the organization were ratified.

These documents, were elaborated on Marxist-Leninist bases and adopted after extensive discussion that involved all the militants of the groups, as well as other comrades who share our conceptions and political positions and decided to join the collective work.

A Report on joint activity over the past 18 months, outlining the progress towards the merger, has also been approved.

The Meeting has claimed and adopted all the activities, analytical and critical papers, published articles, joint declarations signed and distributed during this period.

Political activity conducted in common, combined with ideological clarification and unity on the principles of communism, the development of mutual trust and solidarity, allowed to defeat the group spirit and reach an organic agreement on the Organization, with the task of resolving the question of merging the groups into a single organization.

All the participants expressed their determination to realize the merger and to build a single Marxist-Leninist organization, equipped with a solid organizational and ideological unity and a combative political line.

The Meeting defined the ideological and organizational bases of the Organization for the communist party of the proletariat and elaborated the essential questions of its general line, as a revolutionary Marxist-Leninist organization of the working class.

The Meeting highlighted the limitations and shortcomings of the communist movement in our country, discussed the vital problems that lie ahead, condemning the revisionist and social-democratic views on the party of the proletariat, as well as all the erroneous and extraneous points of view to the Marxist-Leninist ideology that have penetrated into the ranks of the workers’ and communist movement.

In particular, we denounced the various forms and practices of modern revisionism and opportunism, as well as the “theory” and practice of multipolarism that are propagated by capitalist and imperialist states.

The Meeting established that the vanguard theory, by which the Organization is guided in the elaboration of programs and in all its activity, must be Marxism-Leninism.

It was therefore set the task of defending the theory of the movement of emancipation of the proletariat, of the socialist revolution and of the dictatorship of the proletariat, of the construction of the communist society. Consequently, it was decided to insist energetically in the work of ideological elevation of the militants on the theoretical and political level, through the study and assimilation of Marxism-Leninism, which shall be applied to the concrete situation.

The Meeting reaffirmed proletarian internationalism as a living practice and established that the Organization, continuing the decision taken at the time by the Communist Platform, is a member of its most advanced and coherent expression: the CIPOML, the ideological, political and organizational integration of the revolutionary parties of the proletariat of various countries and continents, projected towards a new Communist International.

A provisional National Directive Committee (NDC) was designated to direct the Organization, to which all existing militants, connections, means and resources are transferred.

From the date of the Meeting, militants are required to apply only the Rules established on the basis of the principle of democratic centralism, a fundamental organizational principle for the constitution of an authentic class and revolutionary party of the proletariat.

Particular attention was paid to the unity, discipline of the Organization and to vigilance, to the affirmation of communist morality, without which the struggle for the Party cannot be successfully conducted.

The Meeting reaffirmed the principle of collegial leadership, at all levels, and individual responsibility, which complement each other. Our organizational life is a collective life that categorically rejects all individualism, all personalism. Each militant is subject to decisions taken collectively and has also to respect at all times the centralized activity with its organic channels.

Consequently, the Meeting recommends that the provisional NDC carefully avoid the penetration of ideas and practices that are foreign to the ideology and political line of the Organization and to purge its ranks of those who prove to be anti-Marxist and anti-Leninist elements, supporters of opportunist, revisionist, individualistic, liquidationist tendencies. At the same time, improvisation, voluntarism, and petty bourgeois revolutionism must be avoided and countered.

The Organization has to, by analyzing the situation in each place and within the scope of the political line and tactics, plan its work by establishing objectives that can be achieved within defined timeframes, activities, and tasks. The responsibilities and tasks assigned to each militant should be very clear. All this work shall be systematically monitored and controlled.

A fundamental question discussed by the Meeting concerns the Party’s ties with the proletarian masses. Decisions were therefore approved regarding combative and intensive propaganda activities to achieve the combination of scientific socialism with the workers’ movement, to develop multi-dimensional, systematic and uninterrupted daily activity among the working masses and their organizations, especially among industrial workers, to raise their revolutionary consciousness; to tighten and strengthen ties with the youth and women of the proletariat and the popular strata; to extend the communist influence in these sectors becoming the clear, complete and uncompromising expression of their problems and needs. The Organization, as the representative of the interests of the working class, have the task of defending at the same time the interests of all the working masses, of the exploited and oppressed by the capitalist-imperialist system.

The political line of the Organization has taken shape by developing the analysis of the concrete situation and the political tasks elaborated by the Meeting. The current international and national scenario, which sees the worsening of all the fundamental contradictions of the era of imperialism, an advance of fascist forces, rearmament, militarization, the worsening of geopolitical conflicts, repression, but also of the struggle of the working masses in many countries, requires taking the initiative against the offensive of imperialism and the bourgeois reaction.

The aggressive and warmongering imperialist plans require us to unite and rapidly mobilize forces in defense of the economic, social and political interests and rights of the proletariat, to resist against the advocates of austerity, authoritarianism, predatory wars and fascism.

The unity of action of the workers, and on this basis the unity with the working classes and the oppressed sectors; the joint action of democratic, progressive, left-wing, anti-capitalist, anti-imperialist and anti-fascist forces are fundamental to fight the enemies of the proletariat and the peoples and constitute a real basis for the unity of communists.

It is necessary to develop the policies of the united proletarian front and of the popular front, to intensify the struggle against the direct government of the extreme right, to give life to a mass revolutionary political action to defeat the bourgeois offensive, inserting the struggle against the growing poverty, the threats of war, the authoritarianism and the fascistization of the bourgeois state in the struggle for the revolutionary break with the bourgeois system, its crises and its wars, completing both in the process of struggle and unity for the communist party of the proletariat of our country.

From the ideological point of view, the results of the Meeting, with the fusion of the groups and the foundation of the Organization for the communist party of the proletariat, are a victory of Marxism-Leninism and proletarian internationalism against opportunism, revisionism, Trotskyism, economism and other deviations present in the workers’ and communist movement of our country.

The step taken goes in the right direction and offers a reference and an indication of open struggle against ideological confusion, organizational fragmentation of groups, and the dispersion of individual communists. It is necessary to stop and reverse these negative phenomena generated by revisionism, overcoming with the struggle the obstacles and difficulties, on the path to the union of communist forces.

The process of strengthening the Organization is now beginning, whose fundamental function is to work to bring together the minimum conditions necessary for the proclamation of the communist Party, an indispensable tool not only to oppose exploitation and predatory wars, but to triumph in the proletarian revolution and in the construction of proletarian socialism.

Today, it is not possibile to work for the party without having a communist Organization that effectively prepares its constitution, forging ever closer ties with the working class through energetic propaganda and political agitation.

All our energies should be directed towards this historic objective, with ideological clarity and firm political positions, developing the communist political initiative in the class and giving impetus to the grouping of communists and advanced workers.

An Organization as an indispensable instrument in the current conditions to unite and carry forward, on the basis of the principles of Marxism-Leninism and proletarian internationalism, in full independence from the bourgeoisie, the work and struggle for the communist party in our country, combating conceptions and tendencies adverse to Marxism-Leninism.

Today more than ever, the working class needs to have a political leadership that represents its immediate and final interests, that fights for a new society, for the end of the exploitation of human beings by human beings with socialism, up to communism, the classless society. Not a party of the bourgeois left, but an authentic vanguard unit of the proletariat, fighting for power!

The constitution of an independent and revolutionary party of the class, with its own program and a revolutionary political line, its own objectives and purposes, completely distinct and opposed to the bourgeois and petty bourgeois parties, is a historical necessity and an indispensable tool for directing the struggle of the exploited and oppressed, preparing and bringing closer the socialist revolution and the conditions for its victory.

It is also necessary to conduct in a broad and organized way the struggle against the bourgeois and petty bourgeois ideology that has penetrated the workers’ movement in various forms.

Today more than yesterday, we have to learn from the mistakes of the past. If today capitalism is gradually erasing the historic conquests of the workers’ and communist movement, it is not because it is invincible, but because over time revisionism has led first to the degeneration and then to the dissolution of the socialist camp, of the communist parties, and to the abandonment of proletarian struggles.

For this reason it is necessary to free ourselves from the revisionist and opportunist ballast, to break clearly and definitively with the deviations that, by conciliating themselves with the bourgeoisie and imperialism, have not only determined the transitory defeat of socialism and the degeneration of the communist parties, but have also created the conditions for the spread and consolidation of all forms of bourgeois ideology and currents, including the most reactionary ones.

It is a serious mistake to think of rebuilding the party through an eclectic mix of different requirements, positions and prerogatives, or through coordination, networks and fronts with groups, organizations or small parties that carry revisionist, Maoist, Trotskyist, extremist conceptions or other theses that have already borne their poisonous fruits. Not to mention the red-brown and social-chauvinist contaminations that have come to the surface in recent years.

With conciliationism, we can do nothing but reheat one of the many rancid stews that, step by step, sink into the quagmire of opportunism. Instead, we need to follow the compass of Marxism-Leninism and make our own the teachings left to us by our masters Marx, Engels, Lenin, Stalin and other great leaders of the proletariat such as Gramsci, Dimitrov, Hoxha.

We claim the enormous historical heritage of the communist movement, from the “Manifesto” to the Paris Commune, from the International Workers’ Association to the October Socialist Revolution, from the foundation of the Communist International to the constitution of the Communist Party of Italy in 1921, from the construction of socialism in the USSR to the defeat of Nazi-fascism, from the construction of the socialist, democratic and anti-imperialist camp in the post-war period to the liberation struggles of oppressed peoples, from the relentless struggle against modern revisionism to the current international communist movement.

As communists, we assume with the Fusion Meeting and the establishment of the Organization for the communist party of the proletariat a political responsibility before the working class. Building the Organization by gaining influence among the advanced proletarians, accumulating and preparing communist forces and cadres, is the main task that we have before us now. For this reason, we call on the best elements of the proletariat to join our revolutionary work, separating themselves openly and definitively from the revisionist, social-democratic and opportunist forces and tendencies.

We also declare our availability for discussion and collaboration with other communist groups, both for theoretical clarification and to establish common action on specific battlefields to be agreed upon, by establishing solid ties of struggle to overcome existing partialities, rising above non-principled divergences, and subordinating particular interests to general interests and to the future of the class.

There is no contradiction between being well organized and realizing a path open to the inclusion of communist forces and individuals, to frank and loyal discussion, and to communist unity.

Being organized, centralized and, disciplined, does not mean being closed and sectarian. On the contrary, the more organized and firm we are on principles, the more we can undertake and develop processes of debate, consultation and exchange of opinions and information, development of campaigns, initiatives and common intervention in the proletariat, of proletarian solidarity in the face of bourgeois repression, fighting against ideological confusion and organizational fragmentation, working for the ideological, political, programmatic and organizational unification of all the forces that proclaim themselves Marxist-Leninist, to give back to the proletariat of Italy its communist party as soon as possible.

The future belongs to socialism and communism, let’s conquer it with struggle, unity and organization!
