Two events of great importance for the workers and peoples of Latin America have occurred in the course of this year: In February, the Marxist-Leninist Communist Party of Uruguay held its Founding Congress; and, in July, the First National Congress of the Revolutionary Communist of Bolivia Party took place. In both events, the fundamental documents of these parties were ratified.

The Meeting of the Marxist-Leninist Parties and Organizations of Latin America and the Caribbean, members of the International Conference of Marxist-Leninist Parties and Organizations, ICMLPO, greets these important steps taken by our comrades from Uruguay and Bolivia.  Steps that undoubtedly constitute transcendent milestones in the organization of the social revolution of the proletariat in their respective countries and internationally. The working class and the peoples from our continent have two new fighting detachments of revolutionary action.

We value these congresses as important victories for Marxism-Leninism, victories for the international Marxist-Leninist communist movement.
